You can be 100% sure that you have seen this person hacking, but all of the others haven't seen this person hacking. You would have nothing to backup your report and it would end up declined. (Unless, Anyone else has seen it as well)
You must have some sort of proof of that person either hacking or scamming.
You can easily record it with Fraps, Or take a Screen Shot by pressing ScrLk.
If you report someone without evidence its a high chance that it will be declined
